Spray the inside of the slow cooker with nonstick cooking spray.
If using frozen green beans, thaw them completely and drain any excess liquid. Place the 36 ounces of thawed/drained green beans in a large mixing bowl.
Open the 6-ounce can of French fried onions. Set aside about half of the onions to use as a topping; keep the other half to fold into the casserole.
Add to the bowl: the 10.75-ounce can of cream of mushroom soup, the 10.75-ounce can of cream of chicken soup, the minced clove of garlic, 1 teaspoon Italian seasoning, 1/2 teaspoon ground black pepper, the whole milk (use the amount listed in the ingredient list), 2 teaspoons Worcestershire sauce, 3/4 cup grated Parmesan cheese, and the portion of French fried onions you reserved to fold in. Stir gently until all ingredients are evenly combined.
Transfer the mixture into the prepared slow cooker, spreading it into an even layer. Cover and cook on low for 3–4 hours or on high for 1 hour, until the casserole is heated through and bubbly.
Uncover and sprinkle the reserved French fried onions over the top just before serving. Serve warm.

Notes
Double the recipe.Use an 8 quart slow cooker and follow the rest of the instructions as written.
Substitute for Parmesan.You can use sharp cheddar, gruyere, or any other favorite cheese to amp up the flavor of this casserole.
