Preheat your oven to 375°F (190°C). Lightly grease a 9x13 inch baking dish with non-stick spray or butter.
In a large mixing bowl, whisk together milk, heavy cream, eggs, kosher salt, fresh cracked pepper, onion powder, and garlic powder until well combined and frothy.
Place half of the frozen tater tots evenly on the bottom of the greased baking dish. Sprinkle half of the diced red and green bell peppers over the tater tots.
Distribute the sliced or cubed grilled chicken evenly over the bell peppers.
Sprinkle 1 cup of sharp cheddar cheese and 1/2 cup of pepper jack cheese over the chicken layer.
Repeat the layering with the remaining tater tots, bell peppers, and chicken. Top with the rest of the cheese.
Slowly pour the egg mixture evenly over the layered casserole, ensuring it seeps down into all the nooks and crannies.
Cover the dish with aluminum foil and bake for 30 minutes. Remove the foil and bake for an additional 15-20 minutes, until the cheese is bubbly and golden brown.
Remove the casserole from the oven and let it cool for a few minutes. Garnish with finely chopped green onions and fresh cilantro. Serve with sour cream if desired.
